Buyer initiated a retur and provided pic of product which from his prospective 'not working"
Check his own test results
Drive he purchased is Samsung. It is shoing (in his OWN pic - 100% and 99% respectively of life left). This is as good as it gets when you are refering to USED hard drive or SSD. By definition any used product will be somewhat use and has somewhat less performance than a BRAND NEW. It is like a car or any other - it is close to 100% but never will be 100%
Please note that he has another drive, in his system (you can see on the left) which is showing 75% or soi of live left and he is NOT considering it to be defective. And my with 99% left is??
SO HY DO I NEED TO PAY RETURN COST AND HAVE IT AS DEFECT???

If you have a return policy it is for any reason. The only question is who pays return postage?
Sometimes you just have to follow through even when you know it is not right. Not all online transaction are going to be profitably to your liking. Since the buyer opened a return request just accept it and if the buyer does not send it back with an acceptance scan within 5 business days or 7 days total call and have it closed in your favor.
Report the buyer for misuse of the eBay money Back guarantee. Let it go and move on to other transactions. It just is not worth the fight.
Good Luck Selling!

Send the return shipping label.
Get the item back.
Send the refund.
Block the customer.
Relist the item.
Not every transaction will go perfectly.
It's business, not personal.
If you anger the buyer, what you get back may not be salable.
If the customer returns something other than what you sent, you do have recourse, starting with partial refunds. But deal with that if it comes to that.

The OP will not have that option since he does not offer free returns and the item wasn't listed in a category that allows partial refunds when the item is returned in a different condition.

a category that allows partial refunds when the item is returned in a different condition.
Which is a pretty weird caveat on eBay's part.
