Hi guys and gals. This has been going on for last few months. In regards to return policies. I have 2 return policies:
1. Free returns (which is my default)
2. No returns for items sold as-is and such.
But when i am listing on my PC, eBay generates a random free returns policy with odd number ID and selects it as default. See attached photo of generated policy. Even if deleted, it will re-generate for next new listing.

It's likely happening because your return policy is no international returns.
But with EIS eBay offers 30 day returns (handled by them).
If you change your return policy to include international returns, and you don't offer direct international shipping you use EIS exclusively, then you should be able to get rid of this problem without any impact.

Hi. Not relevant as my other policies already specify my international returns details. I'm simply wondering why this random 3rd policy is being generated.

Here is another view. And now i noticed it generated another "no returns" policy haha.. Weird. As you can see these self generated policies have 0 lisitings utilizing them

The 'return policy' chosen depends on whether you are
1.) creating a new listing from scratch (may recognize you and input what you've done last or in the past)
2.) 'sell similar' on one of your own items (best way to do things; change the title, quantity, price, condition, written description etc. and then it will 'mimics' what that item has done regarding 'returns' 'international shipping' etc. which you need to 'change as needed' or pick items that have 'mostly' what you want in this listing from your previous listing
3.) 'sell similar' when creating new listing but it mimics what that 'other listing' is doing (can be someone else's listing)
So, bottom line; you need to look at each and every 'new listing', top to bottom, to be sure it has what you want.
Many choose to use 'business policies' which is a nightmare for some (I have none and never have, 13 years listing 400-500 items selling close to $2,000,000 in items and never an issue).

thank you for reply. But in this case it is creating a specific set of details and saving it as a "policy". This is different than preselecting listing details based on previous listings or "sell similar". Any previous listings i create will only have 1 of 2 return policies. Basically the system is duplicating my 2 policies and now i have 4

YES!!! Problem solved!!!!! Because i created the policy before ebay handled international returns i had specified "no international returns" I edited the policy details to include international returns and chose free returns. See attached photo THANK YOU!!!!

I'd change it to buyer paid international returns to see if that works. (Just in case.)
