Restricted Account

ebay restricted my sellers account and have started asking for additional information such as documentation that shows that you purchased the item(s) recently listed for sale on ebay and a copy of a credit card or bank statement showing your payment. At first they asked for proof of delivery on my sold items which is ridiculous considering I've only every shipped through ebay and they can see my shipping labels and now they're asking for this. I asked for an explanation on why they need this information but they didn't give me  a straight answer. Does anyone know what is going on?

Your account is obviously not restricted since you have listings. You probably have monthly selling limits on how much you can sell, which all sellers have. Those limits will be increased as you gain more experience selling. 
As for payout holds, all new sellers have their payouts held for 14 - 30 days to ensure sales go smoothly without any returns or chargebacks.
