Request higher selling limits

I am just starting to list on ebay, and to the second listing attempt i get this message: 

Request higher selling limits

If i continue to the request:

Unfortunately, you're not currently eligible for a selling limit increase.
You've only listed or sold 1 items of your 10 monthly limit. You can list or sell up to $491.00 more to reach your $500.00 monthly limit. If you're planning to increase your selling activity or list one or more higher value items, you'll need to contact an agent to provide additional details to increase your limits. Learn more.

If I cancel the request I get redirected. And this has been going on for a long while now. 

Anybody knows what can I do to fix this?

It looks like the first item you listed was $9 and now you are trying to list one that is more than $491.  I am stuck in the same boat at the moment even though I've been on ebay for decades, I have not sold anything for a few years.

I read somewhere that after 90 days, they will be willing to at least review your account to see if the activity warrants an increase, but I can't be sure what I read was true.

Are you asking how to raise the limits? Or are you having technical trouble listing?

If the former, as a new seller, you have been given 10 items a month or $500 in sales. You will have to accommodate your listings to fit into those parameters. It usually takes a few months to get established on eBay and then limits are reviewed each month by eBay and adjusted accordingly. What they are expressly looking for is successful sales and happy buyers. So now is the time to learn the ropes and prove your merit. At one time, this probationary period was over when the new seller reached a certain number of transactions. They have since changed the policy and removed the criteria.
