Hi everybody, maybe some of you run into a "request higher selling limits" error? The thing is that I do not have any item for sale and never had, but when I try to publish my listing It says that I need to request higher limits.
And when I am on the listing there is not "Payment option" or "Domestic shipping" section on it.

You might want to call them as that is indicated in your screen shot. Just follow the contact us pages or google search for the phone number as we are not allowed to post it here.

What *coins said matches my recent experience. Experienced seller here with High limits on account. However, when I opened a new account to start up a store, none of my "experience" transferred over.
Although I did not have limits set at Zero, they were at 10 items and maybe $100 in total value. So yes, I had to call eBay Customer Service.
Looks like you want to start with limits of 27 items and over $1,000 in value. That might be a stretch for a new, unknown user. One might have to cut back the number on offer by half or more to get the total value lower. Start small, demonstrate you can have happy customers and positive feedback and limits will increase.
As far as what ebay does: eBay uses a Lexus/Nexus database that generates questions about who you tell them you are and you have to give the answers the dBase has or you are deemed "a fake!" In my case, the Dbase could not even find me, as if I didn't exist! But since I had signed up using the EXACT same information as the existing account, CS was able to give me expanded limits.
While I didn't get the limits that the original account has, I had enough to operate with. Also CS offered that after I had a few sales and a month had passed, I could call again and get my limits raised.
So yes, you are going to have to call CS! Just make time to call when US based CS agents are working. fwiw.

Lol, when I made a new account this year, I had to call in to have them raised, and they could not find me either. They kept asking if I knew certain people by listing names and I had no idea who any of them were.
Weird...I wonder if they have that happen a lot?

Maybe that is SOP - eBay "can't find you" as a way to see how you will react? You know, many emotional types seen around these places - throw a new seller a curve ball and see if you can get them to "go off!" Either that or another lovely eBay tech glitch? I'm sure eBay paid their Lexus/Nexus bill.
