Hello,
I'm selling an item, and the autofilled information pushes my description way down the page. I'd like to decouple my item from the UPC so that stuff doesn't show up. Is there any way to do that?

Using the pre-filled info is OPTIONAL regardless if you use the UPC code or not.
I enter UPC's when available, if it's an item in the eBay catalog I choose to NOT include the pre-filled information or pictures given that for many products the information is not 100% accurate.

Just don't use the UPC. Select does not apply. Remove the prefilled info. I have to do this in books, because very often Ebay's ISBN will be incorrect.
When you do this, you have to make your own item specifics and use keyword rich titles, otherwise your listing will not be in the catalog and you'll get buried if you're in an area with a lot of competition.

You might have to use the Business Listing Tool and/or expand some options to show the box to tick or not tick.
Can't help you with the specifics as I use a third-party tool to list/revise.

I use the advanced listing form, and it's up at the top. I don't know about the short form. You can go down to the photo area to remove the stock photo.
