I had a buyer return an item and when I tried to issue the refund it said, "A post-transaction case exists on this order, seller refund can't be triggered."
What does this mean?

Further to my previous post I attempted to issue a refund on 17th without any luck.
I contacted manage payments CS and they raised a ticket to their IT team to resolve the issue and advised that this may take up to 5 working days.

I am informed by manage payments that sellers can not issue a refund for 10 days from the date that case was closed.
Had never heard that. Interesting.

Information given by manage payments that sellers can not issue a refund for 10 days from the date that case was closed is accurate as further to my previous posts eBay system allowed me to issue a partial refund today.

you should be able to issue a refund 10 or so days after case is closed and not before this,
I was informed of this by eBay's managed payment and today I was able to issue a refund that was showing
"A post-transaction case exists on this order, seller refund can’t be triggered."

I just had this very message pop up when I tried to issue my buyer a full refund. It's kinds of alarming because I was within the parameters of the refund timeline. I do not know the meaning or the why of the message, but I found a way through, all within an hour. (record time for me and not without sheer panic!)
I went to my phone app. Originally I was on my computer. After I couldn't see of find any useful info on the Ebay seller dashboard, I went to my phone app where I found the same problem, the same message. However, I discovered "My Ebay", "Help", "Need help with your recent orders?", I clicked on the item pictured and "manage returns, missing items, and refunds for sellers" and it all led me to successfully issue a refund, complete with an Ebay email to me stating "Thank you for your refund..." -phew!
It all probably would have worked on the computer too. Trying to find the right place to go for help about various things can be a nightmare, because there's so much. What's nice though is, when you're in the right place, Ebay will walk you right through. (most times)
I don't know if this helps any because I don't have any explanations on why the message is given (some of the responses listed above are all pretty understandable) but what the relief was, the refund was issued and there wasn't any major problem on my hands, just stress and panic, lol -Thanks for reading:)

Please help, im having the same issues. Buyer opened a dispute without giving me a minute to respond to him. I accepted dispute but I can't refund the money due to "post transaction case" the buyer has become very threatening, demanding I pay him through paypal. Which I won't do because that will keep the claim open and ebay will continue to hold money from other sales. The buyer is calling me a thief. He has written a horrible review. I feel like a criminal that hasn't committed a crime. I should also add i accepted the claim/dispute well over 10 days ago. Does anyone have a number I can call to works this out? O seriously need to get rid of the mean person.

On the negative feedback, she sounds a bit off her meds. You can negate it by responding in a clear, polite and factual manner. No insults, no whining, just the facts.
Speaking as a buyer who always checks a seller's feedback, a calm and factual response to an unhinged buyer usually turns a negative from a buyer into a (virtual) plus for the seller.
No response and it stays a negative. I've made several good purchases from sellers with low-90s feedback because of this.

This is something that competitors of yours will likely do eBay loves it too cuz they get to charge you a higher final value fee

I just got this same message and I figured it out. It is because you try and refund through the actual details and not through the email that gets sent to you stating the item has been delivered (returned). I went through my email or the message section on the app and was able to refund the buyer that way. Hope that helped
