I had a buyer return an item and when I tried to issue the refund it said, "A post-transaction case exists on this order, seller refund can't be triggered."
What does this mean?

I had this error and was able to issue a refund by looking at the item in my transactions. In my case the funds were on hold due to the return being started and a return label being taken out of my funds. After clicking the Return Details button in my transactions, I was able to mark the item as received and was able to issue a refund.

I have only used the eBay app on my phone and was having the same problem described above. Decided to try using my Chromebook (eBay.com) this morning and was able to resend the refund quite easily.
If using the eBay app try opening the website on a PC/Chromebook and click on the return request from there. It worked for me. I was stressing about it all night and wish I had thought of that before.

They might have opened a case with Paypal instead of Ebay. If they close that case you should then be able to issue the refund through Ebay.

Same thing happened with me as many times as I try it will not allow me to refund the buyer. So what happens? Do I get to keep the money or what?

Good luck I spoke to someone on eBay via phone and they're only suggestion was to ask the buyer to put in for a refund which she did and as many times as I try I cannot refund her so now the same thing has happened to me. I don't know what the next step is or what's going to happen but it seems unfair I've been using the same card to purchase items I don't know why I can't refund items it's the same card that's worked on eBay all the time.
