I sold a drum on ebay and shipped it immediately. Later on the buyer asked some questions about the drum and I referred him to the description which had the answer. He then mentioned he didn't read that and now that he did, he didn't want it anymore. I told him it was shipped and he'll have to wait till it arrives. After it arrived he opened a refund case; I called ebay and even though I had a No Return Policy I still had to do the refund. WHY? Because I didn't use bigger letters describing the drum. HUH? The buyer then offered to pay for shipping to and from. I said OK and went to do the partial refund; full refund minus the shipping. EBAY wouldn't let me do it. I then spent hours on the phone trying to get thru and talking to ebay. I was told the shipping monies would have to be done outside of ebay. I then tried a full refund and again ebay wouldn't let me do it. I called again wasting more time and was told they would take care of it. The next day the buyer messaged me that he still didn't get his refund. I tried 5 more times refunding the buyer and was rejected all 5 times by ebay. I called ebay again, and after the third degree they pushed the refund thru and said the case is now CLOSED! Great!!! Nope; the trouble was just starting. A couple of days later Ebay said I owe them $181.00 for the final value fee; AGAIN I called them and mentioned that the drum did not sell and was returned for a full refund and the case was closed. Why a FVF if it didn't sell and the case was closed????? Get This; Ebay said because I didn't issue the refund and they did, they would have to charge me. I told them I tried and couldn't. They looked and all the records and agreed with me that I tried and couldn't. But said I still have to pay the FVF. **bleep**?

1) the item did sell and was shipped. Continously saying it didn't sell is going to cause confusion.
2) You cant issue a partial refund if they opened a return request. Unless eBay allows you the option to send a partial refund offer. But I'm not sure that's avaliable if you offer no returns.
Sounds like you were trying to manually issue a refund, but that is blocked when return request is opened.
Also sounds like you didn't resolve the case and they asked eBay to step in.
If eBay steps in and resolves the case then you forfiet the eBay fees.
What was the reason for return on the actual return request? If it was not as described then you are expected to give full refund and pay for shipping both ways.

The buyer did not read the description about the drum being a re-wrap. He actually told me that he missed it. It was in the description. Since it was already shipped he waited until he got it and then opened a return request. He admitted his mistake and offered to pay for both shipping charges. I thanked him and tried to refund his money minus the shipping. That didn't work so I then tried to do a full refund which also didn't work. I called ebay and asked why I can't do the refund and they told me they would take care of it. Two days later I called back and the guy I spoke to pushed it thru and told me the case is now closed. Ebay still wants to charge me a final value fee of $180.00. I don't think that's fair. I have no idea how to fight this without wasting half my life dealing with ebay on the phone. In any case I'm done with them forever.

Was ebay asking you to add a card in order to fund the refund? That might have been the problem.
If a buyer uses buyer's remorse return for the refund then you can deduct the original shipping (unless it was free shipping) from the total if you refund through the return claim. If they use a remorse reason they would have also had to pay for return shipping on their own. If you were charged for the return shipping then they must not have used a buyer's remorse reason for the return. That is true whether or not you have a return policy.
