Question on promoting my items

I just got back onto selling on eBay after about 4 years.

Anyway, as basically a newbie since I've been off eBay for so long, how do I promote my items to ensure everything is ONLY charged a fee if it sells, not a pay per click if they don't buy or pay per ad impression? Also, if it says 12%, does that mean 12% plus the normal fee, so as I recall (but been gone so long), when eBay switched over from Paypal payments to processing their own payments, which is when I was last sold, I think it was 12.55%, so it would then be 24.55% FVF?

My goal is to sell as much of my current limited (20 items, $1000) so I can request an increase but I'm close to $1000 RN so I couldn't post my last listing.

One other question, if I delete a listing, will it still count toward the limit?

Explainer:  Promoted Listings.

You can request an increase in selling limit every 30 days.

Yes. You are charged when you list. That means when your listings renew after 30 days, they will all be charged for  (or taken out of your free listing allotment).
