Promotions confusion

On March 30 I created a promotion for 5% off and selected everything. All of my additional listings during the month (new and relists) were covered by the promotion (they all had the discount).

On May 1st I created a new promotion and selected everything. But my new listings and relists since I created the sale are not included. 

I know I'm not hallucinating because in my Promotions area it shows that 1400+ listings were included in the April sale which is twice my inventory. 

So...why in April were new listings  automatically added but not in May?

I did call CS and they were no help. They couldn't even explain how to add new listings during the sale.

Did you select sale event + markdown or order discount and create rules?  I usually use order discount and create rules when I am putting everyrhing in my store on a promotion. New listings and relists are automatically added when they qualify under the rules that I have set.

Well, I can't figure this  out. I did something last month that resulted in new listings being added to the sale and it won't this time. I've talked to 2 CS reps. They insist additional listings have to be added manually which is a non-starter. Frustrated.

Some promotions will add new and relists automatically and some won't.  I don't remember the specifics. 

IIRC order discounts and shipping discounts using a rule to select items add new and relists.  If you use the select items manually or if you use Sale Event + Markdown, new and relists aren't added.

To avoid frustration, you can end the promotion that is giving grief and start all over.  I believe that eBay recommends waiting 2 hrs from the time the current promotion ends to have the new promotion start.

If you decided to end the promotion and start over, try using order discount and create rules that will suit your inventory and the price ranges that you would like included in the promotion.

I wish there was someone at Ebay who could walk me through it but the 2 CS reps I talked to just kept telling me I had to manually add listings even though I pointed out on their screen that clearly in April my listings were automatically added throughout the month.
