The whole premise of PL is that they increase visibility.......outside of regular search....... as to whether they increase sales, they seem to for some, not for others.

But views do not equal sales.
It is probably worth a try on a short term basis, particularly if there is some low cost promotion.
But before you do, analyze your current listings.
What sells?
What sits?
How much are you paying per sale? (Not per listing)
And be sure you compare apples to apples, that is, if you try the Promotional Listings in August, compare results to last August not to June 2018.
At the moment you have 50 FreeListings each 30 days.
A Store would cost you at least $25 monthly, and unless you plan to increase your stock, would neither save you money nor increase sales.
You could try shipping internationally, increasing your customer base. But used clothing is still a tough sell and your items are too cheap to make GSP worthwhile. (Although most countries have Confirmed Delivery if shipping is USPS First Class International Parcel.)
