What does it mean when eBay recommends lowering the Promoted Listing Percentage?

I think the OP simply means that when he looks at the recommended rate, it is lower than his current rate, or maybe lower than the rate he saw yesterday. The recommended rates fluctuate, and they go up...and down. I don't think he means ebay sent him a notice recommending he lower his rates.

I don't fully understand the context of how eBay recommended you lower the promoted listing percentage. The percentage partly determines the placement of you promoted listing. The higher the percentage, the higher the placement of you listing up to a point.
If the recommended percentage for an item is 8% - that is the percentage eBay thinks you should have to obtain a high placement. If your percentage is set to 15% and eBay recommends 8%, the percentage you are paying might be "overkill" and essentially a waste of money as a setting of 8-9% would have given you top placement. Recommendations by eBay are guided by categories, items and other factors that eBay does not share with sellers.

Have not ever seen a rec to lower it - they do show you the "recommended" percentage to use and if you selected a "flat" amount, yours could be higher, but you can still manually adjust same to a lower amount for just that one item.

Very bizarre. I've never heard of that.
Ebay recommending to you to lower you promotional percentage
is like a car salesman recommending to you to buy a cheaper car.

Yes - I'm am still curious where/how @sandrdanir0 received the message "eBay recommends lowering the Promoted Listing Percentage"? I have never seen a message like that from eBay.
