I want to create an advertising campaign, but when I click on Dashboard ADVERTISING, it displays like this. Someone please help me.

that happened to me once.  I was away from the "store" for a while as my Dad was very ill.  My metrics for shipping on time was HORRIBLE.  I went to do a campaign one weekend when I made it home and I got the page you are seeing.

I called e bay and or what it is worth he told me it was because of my shipping metric.  It lasted for about 10 days to 2 weeks then magically disappeared and I was able to do a promotion.

IDK what happened really as we unusually have no clue why e bay does things.

Looking at your store you have not been here long enough.  You need more sales and at least 90 days of being open.
