I'm a former powerseller currently just a casual seller and am having a problem with my US only auctions still showing up as ships world wide. I've called customer service several times about this but today my winning bidder was in the UK. Not the end of the world, just means that I have to go to the post office which would be inconvenient but again not the end of the world EXCEPT that they buyer sent a paypal payment before I could send an invoice and didn't include even the US shipping charges much less the shipping charges to the UK.
I've refunded the Paypal payment and contacted her but no response. How was she able to send a payment and bypass the shipping? Even though I've refunded her payment there seems to be no way to send her a correct invoice that includes UK shipping. Can anyone tell me A: how can I set up my auctions to be US only and B: Is there anyway to send an invoice to a buyer after payment has been made?

No real way to stop overseas buyers because they can use a reshipper in the US (which would have a US shipping address for you).......but you can cancel "due to address".
Don't know how they got to pay without shipping.....was it free ?

The buyer was able to purchase because you allow worldwide shipping and did not set up the UK as an exclusion. The buyer was able to pay because your listing offered free shipping to the UK. This is a screenshot from your listing that sold today-
You can exclude locations at an account level here-
You can also set up exclusions at the listing level on the listing form itself.
Since this is a food product you'll want to make sure it's allowed per customs regulations before going any further. If it is allowed you should make sure the customs form is specific about it being a vegan seasoning and not actual bacon because animal products have a whole different set of rules. There's no need to go to the PO- you can print an international shipping label through the eBay order.

It had to be something like that because the buyer shouldn't be able to pay if shipping isn't specified in the listing.
In re-reading the OP it appears that they refunded directly through PayPal? That's usually not a great idea. If that's what happened I think they'll have to go to the eBay order and manually unmark it as paid in order to send an invoice- but the invoice they send should include free shipping since that's what was advertised. If the OP doesn't want to do that they cancel using "out of stock" and take the defect- then make sure shipping is set up properly when they relist.

Better check shipping on all your listings. Many of your listings still show WORLDWIDE SHIPPING.

There was a time when out of the blue I was getting calls from overseas bidders asking questions. I never open up my items outside the 50 U.S. States. But for some reason when I was relisting closed items that previously had all the exclusion boxes checked I found that dozens had been unchecked.
I fixed the ones that slipped passed me and wrote ebay to permanently leave my exclusions alone. I still look at the exclusion list every time I relist to be sure ebay didn't deselect them.
There was also an instance many years back where I would be selecting various choices and the ebay software would switch them off to something else even before I had moved on to another decision point. I think it was auction duration so if I chose seven days the software flipped it to three days. If I didn't notice it would cost me a dollar for a short duration listing.

Can anyone tell me
A: how can I set up my auctions to be US only
The listing form has 2 sections for shipping, domestic & international.
Set up your domestic shipping,
and make sure nothing is selected for international shipping.
Set your Site Preference / Buyer Requirement to enforce your shipping terms.
You should check & revise your active listings to make sure that they are set up as you intended.
and B: Is there anyway to send an invoice to a buyer after payment has been made?
Sellers are responsible for the accuracy of their listings.
You really can't bill the buyer for shipping because there was an error
