Hi, It's been about 15 years since I sold mechandise on Ebay. Do I have to sign in as a new seller or is my information archived?

All sellers are required to enroll in Managed Payments (PayPal no longer handles money management). You need to provide checking account (ROUTING# only) and social security# (for tax purposes). Name on your checking account, social security card and your EBAY profile page must be EXACT MATCH (or your application may be denied). No nicknames (must be your legal name).
When you make a sale EBAY immediately deducts selling fee + shipping (balance is deposited into your checking account 3-5 days AFTER item is shipped. Shipping money is "held for you" so you will have "pending funds available" to print label.

I assume you used another account to sell on previously. If you haven’t accessed that account at all for years … it may have been closed. You would have to try to login to tell.
MUCH has changed over the last few years. PayPal no longer processes buyers’ payments for sellers. Therefore, new and returning sellers have to provide a checking account to receive payments, as well as provide identifying info before they can start listing items.

if you haven't sold in 15 years, you'll be treated as a brand-new seller whether you use the new account or somehow access your original account.
Several years ago, eBay changed the rules for passwords; accounts that failed to change their passwords to meet the new criteria were closed. So if you haven't used that account in 15 years, it's probably gone. If you could use it, you'd still be seen as a new seller by eBay but your feedback history would give you some credibility with potential buyers.

A little advice.
Since you sold here 15 years ago, don't expect the fees to be the same.
You will be charged what the fees are now not what you expected them to be.
They have gone up.
I suggest you do a little research as to what they are now BEFORE you sell something.

I agree with the others. Also look into what the post office charges nowadays. Remember, you will be paying a fee on the shipping total too. So you need to get it right. You may need to add a handling fee to cover the ebay fees on shipping. You will also need a postal scale and a measuring tape to make sure you can figure out the shipping fee BEFORE you list. Be aware of the postal surcharges on the bigger items. Be aware that a buyer can claim that you sent them a rock and they will get a full refund and you will lose the entire payment and still pay the fees. So I suggest that you start with smaller, inexpensive items. Do not list anything pricey or high risk like a cell phone until you know what you are doing.
Make sure that you have set up managed payments correctly. Be aware that ebay can hold your funds up to a month. They want to make sure that you do not rip off the buyer. The more expensive the item, the longer the hold. You can always print the shipping label through Ebay shipping and ebay will release the exact amount of the shipping charge.
Before you start, spend a few hours reading the many helpful posts here. You need to be aware of the many changes. Payment is only done through managed payments. You will never see an email that will say PAYPAL or a credit card company. Buyers can use paypal. The payment goes to Ebay. Ebay takes their fees and sends you the rest (or holds it until it's safe for ebay to release.) Again, ebay does this to keep ebay safe.
You must have a valid ID, social security number and a bank account. ALL of the items MUST have the same name. You can't be Bill Smith on one and William Smith on another . Goodluck.

Much has changed on eBay in 17 years.
The main thing, as everyone else has said, is to get set up for Managed Payments. Read just about everything here, so you have no unpleasant shocks:

Be sure to note that all new sellers, and you will treated as one, have their payouts held for up to 30 days.

Check and see if you old ID is still valid. If not you will have to start a new one.
My old one was lost.
Also, please read all the information, policies, rules, sellers school, etc.
EVERYTHING has changed. Nothing is what you remember.
