What are the tools and techniques to prevent a buyer from renting your item? It appears ebay generously allows buyers to use an item for 60 days, then return it at seller's expense. Offering an item with restriction saying no returns appears to be ignored. What can a seller do?

There aren't any tools or techniques to prevent dishonest buyers from dishonest things unfortunately. The best advice I got when first starting out was, "do not sell anything you can't afford to be scammed out of". That is still the golden rule in my opinion. You will drive yourself crazy trying to change the system.

There isn't anything you can do that is set in concrete. I see you sell electronic items, which is even more difficult.
One thing you might do is buy some security stickers on eBay and put one of those on the item in a prominent place. I put security tags or stickers on a lot of the items I send out. Yes, these can be removed by the buyer but I think it makes them think twice about returning the item if it doesn't have that security sticker or tag still attached to it.
