I rreceived the following email from a possible buyer..
"I attempted to purchase this item. I then noticed you charge KY sales tax. All food and over-the-counter remedies are tax exempt in Kentucky. Please reply with your Kentucky Sales and Use Tax ID number and registered company name."
I replied to say Ebay collects the tax and I have nothing to do with it, besides, I am not even in Kentucky.
I got another email from him/her
"What State are you charging sales tax for? Please reply with your state sales tax identification number and regestered company name."
I explained AGAIN that ebay collects tax, ebayers do not.
I feel this could be a scam but I am not sure what it is. Anyone receiving a message like this? Any idea on what this person would want with this information?
I will update should I get more emails from this person.

I would treat this as scam
Don't reply any more and if they want to buy they will deal with eBay

I would bock him/her as they do not have a clue how eBay works and I see nothing but issues if they buy anything.

I had one similar to this on craigslist. I simply responded "Sure, whats your shoe size and favorite underwear color?"
For some reason they never responded back. Im am in NO way suggesting anyone else do that.

I don't see this as a scam, just a potential problem buyer. For starters, the fact that you're not in KY is irrelevant, because sales tax is determined by where the item is shipped to, not where the seller is. Second, eBay determines whether an item is taxable based on three things: shipping destination, laws of that state, AND the category it was listed in. If a non-taxable item is listed in a taxable category, eBay charges the tax. eBay also sometimes makes errors in their tax setup, and sometimes doesn't keep up with changes in the laws.
Whatever your buyer's problem, it's with eBay, not you. If they buy from you, they may harass you for a sales tax refund, even though you don't collect the tax. If this happened to me, I'd block them. I might also send one last email explaining that eBay is subject to KY's marketplace facilitator law, and THEY are the ones collecting the tax. Suggest that the buyer ask eBay why THEY are taxing him on non-taxable items.

...do not give out this information if you don't want to deal with your identity theft later...Be aware...!
...block this buyer and move on...

You might want to follow up with a query to IC3 since this could be an attempt at Identity Theft.

No, never.
In my opinion, it doesn't matter why they are asking; could be a scam/phishing attempt or just a dum dum who thinks you are responsible for adding the tax and challenging you makes them feel powerful, what matters is that you ignore their demands, their messages, and block them for your protection.

Is it possible to avoid paying sales tax by using someone else's company name and tax #?
Could the real company then be responsible for the tax?
