I see some sellers selling digital photos and delivery through EBAY message, no physical item will be shipped

but they still have a shipping service listed. I would like to sell my original photos the same way, is this possible or will I get in trouble with EBAY. Thanks

Have you read the digital item policy?

Most of those sellers gets their listings taken down.
