I also use a free downloadable program PhotoScape. I have used it for years. When I got a new computer they recommended PhotoScapeX for windows 10. Took a while to get used to it since it was a bit more advanced with a lot more features, but found a great tutorial, and it is working fine and better than the older version.

Do you mean something like Photoshop?
I use Photoshop but also really like a program that's free called Paint.net it has tons of great features, similar to Photoshop but it's FREE.
I've also used GIMP & Milkshape for 3-D..
If that's not what you're looking for- my bad..

What platform are you using and what do you want to be able to do?

I use Chrome. Just normal cropping, etc. to photos for ebay. Been using PhotoPad but it's got a bug that I can't seem to get fixed.

Take a look at paint.net.
It's user friendly, safe and free..

I've been using IrfanView for years. It's free and has some bulk features, like renaming and resizing that come in very handy in Windows 10. https://www.irfanview.com/

I've used PhotoScape too. It's pretty easy, free and does a lot. Crop, resize, stitch to name a few that seller's may use.

We use Photoshop (pd version) but also have the Adobe Photoshop Express (free version) and kinda like it better - easier/quicker to use.
We also use GIMP and PixlRx (both free). Photoshop Express has an "auto" feature if you do not wish to tweak it a lot manually, etc
