Is the payoneer send the address verification after we linked eBay to Payoneer?

You're welcome to come here and ask Payoneer questions, but just for your info, we don't use Payoneer in the US.

I am not understanding your question... is Payoneer asking you to verify your address? Until you do Payoneer will not approve you and neither will Ebay.  You should know right away if you have been approved or not from Payoneer.  Don't forget that you need to register as a business and get a business license to sell from your country.
