Payment delay

Why are sellers allowed to not pay for items when they win an auction or pick one online? Why can’t eBay have buyers enter a credit card and simply charge it upon win an auction or purchase? I am constantly waiting for buyers to pay. This makes no sense. You buy something, you pay for it. Every other selling platform out there operated this way. Could someone at eBay explain why there is even an option not to pay at all?

If your buyers aren't paying immediately, it's because you haven't select the option to force them to do that. eBay gave us an "Immediate payment required" option for BINs many years ago.

Or they have best offer and an offer was accepted.

How do I require payment at purchase? I’m new on eBay and have just got my first non payment. I do all fixed price sales, no auctions. I’m flabbergasted. I didn’t realize someone might be able to purchase a fixed price item without paying for it. 
I’ve never been on any e commerce site where I could purchase an item with out entering my credit/debit card info or using PayPal.

You have a buy it now fixed price, but you are also adding best offers.  You're a new seller and best offers are like auctions...they can stiff you with a best offer as well.  Lose the best offer option and just use buy it now with immediate payment required check off.  Make sure you start accepting returns too.  Ebay offers a money back guarantee to all buyers. Just because you don't accept returns doesn't mean the buyer doesn't get a refund and probably will should you have a return. They're not obligated to return the item either.
