It's happened to me several times now, when I print the packing slip, I almost mail the package before I notice the balance is incorrect! It terrifies me to think I could have shipped a bogus packing slip showing I charged an exorbitant amount to the buyer when in fact I did not. It's like a dirty trick to cause unnecessary strife between me and my buyers. How is this happening? I don't want to accidently give my buyers a heart attack when they see the balance. This is unprofessional. I hope eBay fixes this.

About a week ago I had multiple auctions end so I was busy packing and I always use the usual ebay packing slips. A few (but not all) showed $18-19 shipping paid by the buyer, but they were all paid the normal $4.36 GA flat fee. Some wins were multiples but all were charged and paid correct and shipped out fine. But some packing slips were wonky. Still don't know why. Since then they have had the correct numbers. At least so far...
ETA This is not a "conspiracy" thread guys, normally I shoot those down too. The packing slips may show inflated shipping rates paid, which a buyer won't know didn't happen unless they check their bank. I had to correct the slips with a short note that the correct $4.36 was paid.

Buyers are required to pay the full amount when they checkout. What is this "balance" you refer to?
Have a screenshot to post of what exactly you are seeing?

Hard to help without more specific info.
Are these eBay International Shipping packages? Addressed to eIS C/O Buyer Name ?
If the answer is yes @atoday then what you're seeing is the international shipping charge eBay collects for forwarding those packages to international buyers.
Packing slips show what the buyer paid which is not necessarily reflective of what you see on the order details as a seller if eBay is involved with part of the process.

I check the gift box so the packing slip doesn't show the amounts.

When you sell something through EBay International Shipping Program you will see on the packing slip a different amount than your transaction was. It's the amount the Buyer already paid. The amount is higher because the international shipping charge is included. If you don't want any amount to be shown on your packing slip you can customize it. There is a link customize on the packing slip before you print. You can choose from different options. Or you can uncheck packing list and put a check mark on pick list. It will show only the items description and the name of the Buyer.

Yes that is why Ebay exists, it is a darn conspiracy against you. Good Grief, that is sarcasm of course.

Yes, that's what happened to me. It's not every packing slip, just some that show an $18 + shipping charge. Someone wrote that it could be international shipping charges added. Which I can't confirm because I can't tell sometimes if my buyer is international ever since I sold to a buyer in IL and it turned out to be international. Which is a bit confusing. I'm still real new at this so I have lots to learn. Thank you so much!

Likewise. For my purposes, using the "gift" format (which omits the pricing) results in a shorter Packing Slip, leaving the bottom half of the paper blank, and I can then use that bottom half to print the Shipping label.
I cut off the packing slip, finish packing the shipment as usual, then put the bottom half of the paper back in the printer, which has enough space on the half-sheet to print the label. (My workhorse printer is an old HP Deskjet 5650 that doesn't care if the paper is less than full-height.)
