@stephenmorgan I should also add that the majority of Promotion happens ON Ebay, not off. The example you gave, is likely NOT an example of a PL, it's just typical navigation & when the listing is gone, it takes the user to a new search of the same item on Ebay. The resultant search will have both Promoted & Non-promoted items in it.

thanks @simply-the-best-for-you
your clarification was top-notch
I completely missed a whole giant segment of non PL 'channels' (navigation...LOL)
API aggregators (partners) such as pic click
(they have no idea whether these individual listings are promoted or not...they don't care, they get the % on the sale)

So I did a search just on eBay for Hot Wheels Mongoose. I get 699 results. I can click on one and read the description. Scrolling thru the page just past the Item Specifics there is various mention of Sponsored items. Such as Similar sponsored items, Explore more sponsored options, Related sponsored items and who know how many other sponsored variations are used.
So if I click on one of these and purchased it then a person would be charged the sponsored fee they agreed to. However if I find it on an internet search or thru a eBay regular search then they would not be charged the sponsored fee. Am I close?

You are on the right track....
BUT, those 3 examples are all 'sponsored' (and marked as such)
sometimes, there are 'non-sponsored' ads...probably more so on less popular items and specific, long tail searches

That is interesting because that one for $9600 I found first on a regular eBay search and it was the first in the list. I looked at it. So buying it from the search no sponsored fee but clicking on the sponsored ad they would have been charged the fee.
If I looked at it from the regular search and the sponsored link I wonder if eBay knows I first looked at it from a regular search and not the sponsored ad and would not charge the sponsored fee?

@stephenmorgan Again, don't want to copy to clutter with pictures, but YES, you are definitely getting closer. If you click on any of the Sponsored links, those will incur a PL fee for the seller.
That part is true.
This part (below) is not true.
<< However if I find it on an internet search or thru a eBay regular search then they would not be charged the sponsored fee. >>
If you find it via an internet search, there may or may not be a PL fee & I am not going to pretend to know all the ins & outs of purchases that stem from outside Ebay. I don't think there even is a way you can tell.
As for the second part of that statement. Not necessarily true. Even a "Ebay regular search" can have results containing promoted & non-promoted items. Sometimes you can tell b/c of the Sponsored Tag, but not always.
Whether you even see the Sponsored listings, can get down to whether the person is using Best Match to do their search or another sorting method.
I don't like posting pictures in here. But go to your search bar in Ebay & type Chico's pink top (using Best Match as your sort method), see how the first 4 listings show at the bottom a little tag that says Sponsored? Those are using PL's. The Sponsored listings are also peppered throughout the 9+ pages of Search Results, which you can see by scrolling the results (now that you know what you're looking for). Got that?
Okay, now those same Sponsored items, can also show further down in Search Results as their organic listing - ie; NOT Sponsored or NOT PL. If someone clicks on the Organic one, no PL fee. If they click on the Sponsored one - there is a PL fee. Got that?
So then you can see, it's totally dependent on which one someone clicks. Generally speaking, buyers will click into the top of their search results, not closer to the middle or bottom. But what if they entered such narrow search criteria that they only have 20 results, well then, it's probably equal chance they'll click on the Sponsored vs the Organic. Make sense?

On another note; your prices are much higher than other sellers.
When I clicked on the 'under desk keyboard carrier thingy' you were $125 and on YOUR LISTING it showed 6 other listings by other sellers that were between $55 and $90; Brand New- and yours is an 'Open Box'.
This is much more important and a huge issue; much more than worrying about Promotions.

for some additional technical mumble-jumble
IF you click on a sponsored link/ad anywhere, a "cookie" (or similar) is placed on your browser that is active for 30 days, so even if the buyer ultimately purchases the item from a 'non-sponsored' link/ad, IF the buyer has clicked on a sponsored ad anytime in the last 30 days for that item, it is considered a PL purchase......there is nothing nefarious about that, in fact, it is pretty standard in the industry across advertising circles......
...now that your brain is fried....welcome to the techie nerd board...LOL

You are sadly mistaken. I checked a couple of your items and your promoted listing show on the first page. Your problem is not Ebay it is that you are a drop shipper competing with thousands of others who do not own what you are selling.

Yup, what @monica-sells said. @stephenmorgan Hope we helped you understand it a little clearer. They don't publish everything about it & some of it is a bit kludge. That's why, as a buyer, don't worry about it. Buyers are never gonna remember or notice if they clicked on a sponsored ad or not (they may not even know it b/c they're not always labeled as such).
As a seller, well it helps you t understand what you'd be paying for, but really the only control you have is whether to use it or not & what percentage to promote at, which supposedly loosely correlates to how much 'extra' exposure that item gets.
I will tell you that my stats (at a glance, not a thorough audit) run about 70% sponsored sales, 30% organic sales & I promote everything.

Not to put too fine a point on it, but . . .
- You already know what your own posts say. We're the ones who need to be able to read them.
- Studies show it is easier for people with compromised eyesight to read "normal" type--meaning uppercase and lowercase characters--as visual clues to help distinguish the beginning of a new sentence, etc.
- Every browser allows a user to enlarge the font on their own screen, so there's no need to use capital letters. Just use your browser's zoom feature to increase the size of your posts.
- How do you read any of our replies, since none of them are in all caps?

In the past 20 years, I've been able to sell just about any kind of item, vintage toys, car parts etc within hours, if not a few days... these are things we have around the house; we're not wholesale/re-sale here. Ever since the new update, roll-out whatever, it seems impossible to get views, or sales in MONTHS! despite EVERY item being promoted! I'm willing to pay the additional fees, but this is a huge disappointment !
I've LOVED using ebay since it's inception in the 90's! NO MORE - - - What you have created is too exclusive and requires far too much planning, and stress ( BTW -GOOD, clear photos can use natural backgrounds, I don't want WHITE backgrounds on everything - it makes every listing look cookie cutter and sterile!! )
***THE FUN OF SELLING IS GONE! It was great sharing with my grandkids view counts/watchers/questions and that's missing too! If this is what you want, set TWO platforms in place: One for heavy hitters, drop-sellers, importers etc that can benefit from SEO stuff, and *
One for mom and pop businesses that aren't running a 10 million dollar site, teenagers just starting to learn about sales, grandma who wants a little side money to spend on her grandkids! And there are millions like me want a system that actually works for them like it did before this fiasco of an update:) We want to love ebay again!
