Hi I just mixed up 2 orders. Both buyers are willing to return to me, or to each other. Every forum basically recommends return to me.
here is my caveat, issuing refunds for both of these full value of what they paid would be $30, I’m not a serious selling, just sell stuff I have around the house when cleaning up. If they want the item the paid for, and I just issue them a refund, would it really be a big deal from a feedback perspective?
if I do the returns and then ship them the correct items free of charge I’m sure I’ll get good feedback and may cost only an additional $10.

If the two buyers are willing to exchange then send them labels. Sure you could have one (or both I suppose) fail to do as promised but odds are it would go fine.
I've been in the same situation once, buyers cooperated fully and the matter was settled within just a few days.

A) Refund the both and have them keep (or throw away) their wrong iems.
B) Arrange and pay for them to ship their wrong items to each other.
C) Have them return the wrong items (at your expense) to you so you can ship them back to the right persons.
I would do #C.

For a lowball sale mistake I recommend an apology and complete refund while keeping the item.
