Buyer claims I sent an offer, but I can't find any offers sent for this item.

Checked sellers hub and listing, but no offers are recorded.

She purchased and paid for the item. 

Here is her question:

"Why did the price not reflect the discount offer you made? Can you fix this?"

I am puzzled.

How long ago did you send the offer?

And how long did she take to actually buy and pay?

Send her a refund of the difference since she is going to be trouble. Just another side effect if paying the offer game.

If you never sent an offer......

If you are watching something and it sells, eBay will give buyers suggestions of similar products. She may have landed on your listing this way IF you never sent an offer on that item. OR it may have been some time ago you sent it, and she just now got around to buying it. 

If you did NOT send an offer to them, then I would apologize for the mix up and let her know you did NOT make an offer for it. Ask her if she wants to cancel, unless you are WILLING to just give them the discount. If it's not much and you are ok with the price, then I would just discount and move it. Nothing sells until a buyer puts money in your hand. Are you willing to wait around for it to sell again?

Listings won't show you if an offer was sent.  You may have sent the offer through listings eligible to send offers. 
Go to the item in question click the drop down menu next to edit, next click review offers. 
But,  if the item wasn't from a multiple quantity listing you wouldn't be able to find that info since the item sold. 

Offers only last 48 hours, so if you did send an offer it may have expired.

I am not sure.  Can't find a record of the offer.  She purchased and paid on March 25.  I sent insured with signature confirmation.  Item arrived there yesterday, but no one at the address was authorized to sign for the shipment.  As of now it still has not been picked up or redelivered.  The only thing I got was an email from her regarding the discount. 

Can I ask her for a copy of the offer? 

This does not sound good.

How did they pay the full price if it came thru an offer? The offer price is what they should have paid.
