I noticed that the last few times I have sold items that the buyer has not paid. I know all about the bot accounts geared towards what I am selling (Nintendo Switch OLED & GPU) I have had 6 different listings and all of them have not paid. I have to wait to relist them and you can't give negative reviews. I thought you could set something up to eliminate buyers with very few transactions or none. I am almost 100% sure I did this and I still see them show up on the bidding section.

You can't block buyers with low feedback numbers... maybe you're confusing it with the block for Unpaid Item strikes.
You can, on the 5th day, cancel these orders citing, 'Buyer didn't pay'. They'll get a strike and you're free to relist.

It is not possible to block no-to-low feedback buyers. (What you may be recalling is the setting in Buyer Requirements that enables a block for low feedback buyers who have already purchased from you.)
To avoid non-payers, try listing fixed price with Immediate Payment Required. Also, set your Buyer Requirements at their strictest levels.

I'm sure you're using eBay's recently revised unpaid item cancellation procedure, right? You can set your preferences (if they're not already) to have the transactions cancelled after four days and have those listings automatically relisted.

Keep in mind that utilizing the unpaid item cancellation process will also give these nonpayers a strike on their account, and make sure your buyer requirements block anyone with two strikes in the last twelve months (the most stringent). This will help reduce future nonpayers for not only you but also other sellers.
