I recently sold an item; however, I canceled the item due to issues. I refunded the buyer via Paypal when I canceled. I relisted the item and it sold to another person. Today, the original buyer messaged me stating the the item was not working (Hello?? I never shipped it to you, and I fully refunded you). Since I have proof that I refunded the buyer, and never shipped the item to the buyer, can anything happen? Why the heck can this person still contact me and waste my time trying to scam me?

Any ebay member can contact any other ebay member, we are a community (like the amish or the free masons). Additionally since you had a transaction with him he likely has access to your personal contact info.
If you canceled and refunded via the transaction nothing can happen. Only if you used the send money option outside the transaction can he still file a claim.
It's fun to call out a scammer but since there is no profit in it only the possibility of making an unneccessary enemy I'll advise against it. Write him a nice caring message. You are very sorry he got a non working item but it must have come from another seller.

The buyer paid therefore they can see the e-mail address where the paypal payment was sent. Same address used to refund the buyer.
You can add the buyer to your blocked bidders list. This will not prevent them from contacting you via eBay since a transaction occurred (even if canceled), however it will prevent them from purchasing from you in the future using that ID.
If you want to block their messages from your personal e-mail then check your e-mail client for options to mark their address as spam.

There was a transaction so both buyer & seller have access to contact information.
Why did you cancel?
What reason did you give eBay for the cancellation?
Have you sent a message to the first buyer?
The buyer can also leave feedback even after a refund.

Here is the link to pull contact info on another member. You can only do it if you have a transaction with the person, which you do even if it was canceled.

Now don't freak out, it's unlikely they will pull your info and contact you in the real world. But there is no anominity in selling or buying. If there was it would cause a host of problems while members in a transaction having access to eachothers info almost never causes a problem.

There is no kind of scam the buyer could run on you! It is more likely that the buyer contacted the wrong seller.
Did you get a defect?

FYI...
A buyer can also view the PayPal transaction for the purchase which includes the seller's email address for 45 days from within eBay. (Purchase History >> More Actions>>View PayPal transation).
Or, can view the transaction directly in PayPal which includes the seller's address and sometimes the phone number if the seller includes that in the "Seller Info" part of their account. PayPal allows you to access transaction records back to the year prior than the current one (i.e., currently you can still view transaction records as far back as Jan 1-Dec 31 2016).

@limelight_gaming I don't think you are dealing with a "scammer" maybe he's confused. However, I am confused about the statement above. When you cancel an order the buyer is automatically refunded. Did you also go into paypal and manually issue a refund? It sounds as if your buyer got a double refund from you. Check your paypal to see if so. I'd be more concerned about that than a so-called scammer.
Also you will recieve a defect for cancelling.

There are professional scammers that will send out a form letter to every seller they bought from in an attempt to get full or partial refunds from the weak, the scared and the new. The scammer bought and paid, they are just so busy buying and scamming to notice that they were refunded and the item not shipped, since ebay defect punishments has made that happenstance rare.
The buyer was attempting to scam, the OP just had a foolproof way to flush out what they were doing.

There are very few scammers out there so don't believe those who post the same statement about all buyers are scammers. Why did the OP cancel the buyer's purchase in the first place ? Makes me wonder who the real scammer is without having answers. Maybe the buyer was trying to file a case against the OP but didn't know how to do an item not received case and instead picked a not as described case. It could also be the buyer chose the wrong seller by mistake.
