Next highest bid option

Hi. 
I had a buyer not pay so relisted the item. However the next highest bidder who was only $3 less would still have wanted the item. Is there a way to go to second highest bidder to close a sale?

Because you already relisted, change the listing to a buy it now price that matches that amount and let the potential buyer know. 

Be sure to add the non paying bidder to your blocked list;
