I have a plush doll that still has the tag on it but has been sitting on my shelves for a long time like about 10 years. I never used it, I just stored it on my shelves but has some dust due to storage. Would this be considered as new or used?

There is such a description as "New Old Stock" for items that have been unsold for years.
Items originally sold without protective packaging fit here, but it would be safest (since you purchased it retail and not wholesale from the manufacturer or distributor) to call it Used in Item Specifics and enlarge on that in your Description and in the Used text box.

Best to list it as used and in the description note that it is "pre-owned with no sign of wear" and that it also has the original tag. And then also include decent photos.

I would not list a ten year old plush as new unless it had been stored in an air tight container immediately after purchasing it. You should definitely list this as used. Good luck.

I run into this a lot because I sometimes sell display items - they haven't been worn but they have some shop dust - I sell them as 'used' but explain that they just have a bit of shop dust or storage dust. Things like plush (or clothing) can store dust and to me that changes a 'new' condition. If it were vintage I'd sell 'new old stock' as storage is to be expected in that case.

You've received good 'smarts'. Here's some common sense... that dust will be gone with a thorough lint-roller run.

I find compressed air is actually much better at getting the dust off stuffed animals. Just take it outside and give it a few good blasts to blow all of the dust right out of the fur.

I was going to say something similar. Dolls are "used" by simply having them in the first place, right?
I mean, a collectible Barbie in a still-sealed, unopened box would not be described as used, but a doll that's been sitting out in the open, gathering dust on a shelf in someone's room (presumably lined up with other dolls) for ten years really has to be described as used, regardless of the presence of an original factory tag, or how much it was or was not handled over the years.

Like a few people have said, New Old Stock. Or Condition is Unused.
New(Other) option means you have to explain the condition in the description. This might be the one for you.

It would be used, regardless of the attached tags. Be certain to disclose its' age and from your personal collection.
Under promise/over deliver. Err to under stating vs over stating.

I have a client who runs into this situation frequently. When buying unsold retail stock, they will sometimes receive 'display models' where there frequently is no box, generally no paperwork, and in some cases small pieces may be missing. What I recommended they do is use New (Other) if available, and then explain in the condition notes and in the description (as well as the title if possible) exactly what is being sold: It's a new, unsold unit that was a retail display model, has no box, has no paperwork, and may be missing misc pieces. If the unit has marks - scratches, extreme dust (usually in the deep joints/cracks where it's hard to remove), or anything else indicating it was handled rather than just displayed on a wall or in a case - that it should be listed as Used and then fully imaged and described.
That's what I recommended. Sometimes they do, sometimes they don't. Sometimes they get returns, sometimes they don't. The clients I always enjoyed the most were the ones who just handed me inventory and asked me to sell it for as much as I could get -- they weren't worried about price, just wanted it gone. That's why I only worked with businesses, not with individuals. It's a perspective thing. 🙂

I've vacuumed stuff with a little dustbuster, too. Problem is, dust that has been settling for years turns into a sort of adherent grime - that's just something to watch for is all.
