So, I'm not technically new to Ebay but I just recently started a new account after I left many years ago because of the initial changes as I initially started when Ebay first began. But, today was the end to 2 of my first auctions. Both ended with decent prices but one was won by an bidder with only 4 feedback all positive but nonetheless only 4 which escaped my notice. But, the other buyer Pais relatively quickly with the buyer with 4 feedback still yet to pay but the weird part is the runner up bidder ( both from Malaysia and accounts started around the same time mind you ) messaged me fairly quickly after it ended and tried to convince me that the winner would not pay and then actually offer my a buy it now price way below even his last bid because again, the winner would not pay. This reeked of a scam so I duly reported it and screenshoted the conversation. He again messaged me afterwards to push the issue and even offer me a "better" price which of course I did not accept and told him it would be relisted at the end of the 4 days if that was the case. I did ask him how did he know the winner wouldn't pay and his response was just that he was a joy bidder and look at the feedback and I should trust him because he has a lot of good feed

total scam!
I would block both I.D.'s, cancel both sales due to issue with buyer's address. Sounds like they are running multiple accounts / I.D.'s.
Starting a new account will attract scammers because they think you don't any better.

You may come to this conclusion later on, but many of us have found that there are times when it's better to block at the very beginning and not engage in further back-and-forth dialogue because, in most cases, it will only get worse.

You have to set it up, but eBay will now automatically Cancel any transaction that is not paid after 96 hours.
When you were listing before you had to open an Unpaid Item Dispute manually (and you still can) after 96 hours (48 if you are US -based) and wait another 96 hours for the customer to possibly pay.
You did right with the sketchy underbidder.
I assume you have set up your Managed Payments account too? Paypal is no longer used by sellers and without your SSN and checking account info, eBay cannot transfer funds to your bank.

You can change your settings to prevent new accounts from buying, I've got mine set so that anyone with an unpaid item strike or less than ten feedback (I believe that is the number!) can't bid on my stuff. I never think it's a good idea to cancel an account, it's not like Facebook, you lose your feedback and history. I've been here twenty years next year, I think that confidence people have in those who have been here awhile is good leverage. But a few things and leave feedback to increase your numbers. And change those settings!

While it is a good idea to block buyers with unpaid strikes, there is no setting to block buyers who have less than x feedback.
You’re probably confused with the sub setting of “Only set this requirement to block bidders with x feedback score” which only affects the “Block bidders who are currently winning or have bought x items in the last 10 days.”

That runner up bidder has 17 bid retractions on their account. They also retracted their bid once the winner's bid was exposed and then placed a lower bid. That is an invalid retraction and can be reported.
