Hi Silva-

Welcome. First you need to register for managed payments via Payoneer, register your account as a business in your country, provide all documentation to ebay and then attend the seller school while you are waiting to be approved, which can take as much as 4 weeks:

Yes it's real. 

Lots of us went to that school. The school of hard knocks builds character and integrity in my opinion.  Being a top seller you obviously did something right.  Bravo!
