This is the first time I've seen (or noticed), this "Retail Delivery Fee". Anybody seen this before?

That's the Colorado fee for road maintenance.
It was passed a year or so ago, and is payable on every package shipped into Colorado.
Minnesota has one, as well -- just passed in 2024 -- 50 cents on each shipment over $100.00.

The Colorado Retail Delivery Fee has increased. As of July 1, 2024, Colorado’s delivery fee is $.29 for retail deliveries, applied to any taxable, tangible item delivered by motor vehicle within the state.

Colorado started this in 2022 and Minnesota followed. Several other states are trying to implement the same.
It's basically another form of tax.

Yes. As well as any other fee/tax politicans think they can get away with to avoid actually paying attention and using taxpayer money responsibly.

I honestly believe we need a "disaster tax or fee". But how would you tax it? Would every working person pay the tax / fee for disaster relief? I would be open to a disaster fee because FEMA is dead by order of the Orange agent.

I just read that 29c road fee, and yep, I can see other states starting to fee us. In Chicago we have an entertainment and Streaming fee. When you buy a concert or sports ticket, there's a fee (tax).

The particular fee that @pls-consignments was addressing is a state fee, only in Colorado.
But I had mentioned a similar fee, that was passed by the Minnesota legislature, which is related only to orders over $100.00 to addresses in Minnesota.

I live in Colorado. They keep adding useless roundabouts and bike lanes, yet fail to maintain the roads. We were in Colorado Springs yesterday, and my husband calls it Pothole Springs. Haven't seen any evidence of that extra fee put to good use yet.

Nice to see eBay is finally listing this fee as a separate line item. For the past few years they "hid" this fee by including it in the eBay fees, though it was not an eBay fee.

No it wasn't. It is only recent that some states started breaking this fee out. Ebay's costs are very transparent. But if a given state doesn't break things out, there is nothing Ebay can do about that.

What's wrong with that? I'd rather pay a little more to make sure the bridges I drive on are safe, and kids get the best text books available.

Yep. Another woke green tax. They don't refund it if the sale falls through. Including INR refunds.

What's wrong with that is that they already have the money needed for bridges and textbooks but choose to
be irresponsible in the way they spend taxpayer money.
They just keep wanting more and more to fund all sorts of things that aren't necessary or even wanted by the people that pay those taxes.
