I had a buyer bid on a item and won the auction but did not pay so I opened a unpaid item case, the buyer has in the last day or so changed his ebay ID AGAIN!, this is like the 10 time he has done this, why does ebay let people get away with this and why cant we leave negitive feedback? I think we should be able too, this would help get rid of the scammers and bad sellers

Oh dear, this again. I hate to be the one to break it to the community, but the horse is dead. Please stop beating it.
Negative feedback for buyers was eliminated in 2008~ten years later, that horse is not only dead, it has been beaten beyond recognition.

Ebay's thinking, is to not "ruffle" the buyers (bidders) feathers....At ANY cost.

why cant we leave negitive feedback?
The ability for a seller to leave negative feedback for a buyer was removed a decade ago. I suspect they did it because buyers were just creating new accounts and wiping the slate clean, so it served little purpose and made it harder to keep track of a buyer's history.

What does him changing his ID have to do with anything? It won't take him off BBL or change his feedback or close any cases. I change my ID quite a bit, most times depending on what I sell.
