I'm curious. If a buyer files a return request well after your 30 day window, and you decline it within ebay, is the buyer able to leave you a negative feedback afterwards? It's not like ebay closed the request out in your favor or anything.

A buyer can leave feedback for up to 60 days past Payment Date.
For International (and other slowboat shipping) that distinction is important ... If an item arrives close to, or after 30 days from payment, they can still return it ... and they can still leave feedback.
Also, if a seller manages to stall a buyer past the MBG, the buyer can still leave feedback.
And if a buyer is unhappy with a sellers "solution" to a problem, they can leave feedback.
The only time a buyer is blocked from leaving feedback before the 60 day window closes is if the buyer loses an MBG case.

Technically, the policy is that feedback can be left for 60 days after the listing ends.

The buyer didn’t lose an MBG case. It wasn’t an MBG case because it was opened after the MBG expired. It was a regular return request that closed while in the “request” stage.

Feedback is not a seller metric any longer, but it is still read by responsible buyers who do their due diligence before buying. So while it can have a detrimental impact on sales, I agree with the previous poster who stated that a professional reply can mitigate this damage.
Only in the event of a case that is closed in the seller's favor would the buyer's feedback be removed, and they have 60 days post transaction to leave that feedback.

Asking for a return after the 30 window and having it denied and leaving negative is simply retalitory, nothing more.
It is an unreasonable demand. One of the main things you can report a buyer for.
Also misuse of returns: Did not follow other terms of your return policy...30 days

Feedback is not blocked, so YES, buyer can leave it. It is also not a violation of feedback policy to leave the feedback, so it does not qualify for removal.
On the other hand, if the seller calls eBay enough times, he can no doubt get any negative removed, whether it qualifies or not.

Agree, and I have successfully had retaliatory negative feedback removed after declining a return outside the 30 day return timeframe. How? EBay’s seller protection policy states as follows:
You never have to agree to any changes to the terms in your listing (e.g., adding additional items or discounts). If a buyer demands a change to what you originally offered, you can choose to either cancel the order, or you can complete the transaction under the original terms. We will remove feedback and canceled transaction defects when we can see the buyer's demands in eBay messages.
Obviously, demanding a return outside the return period in the listing is asking the seller to agree to changes in the terms of the listing. Per policy, sellers don’t have to agree. And, per policy, EBay will “remove feedback” when a buyer makes such demands. I’ve only had to do it once but I was successful in removing negative feedback from a buyer complaining I refused a return more than 30 days after delivery of the item.
