Read and learn everything you can on the policies and procedures they have on the site for sellers and buyers.  Learn the fees, return policies, payment policies, etc.   I see so many people who just start selling and don't have a clue what the rules are and end up on this forum surprised.   Good luck to you!

Register in Sri Lanka as a business
Get a Payoneer account.
Sign up for Managed Payments and attach your Payoneer account so you can be paid.
It'll take a few weeks to get everything approved.

Here are some tips from me to you.  If I were you I'd get busy by doing the following :

Get your account set up with Payoneer

Attend the seller school while you wait to be approved to sell by Ebay

Avoid selling coconut items.  There are lots on Ebay and most don't sell

Avoid drop shipping poorly manufactured merchandise from China.  The result is usually not good.

Do not sell plants, leaves or seeds.  They are prohibited by Ebay to sell as well as customs.  You can be suspended for selling these things.

Communicate with your buyers

Don't overcharge and don't gauge on shipping costs.  

Enjoy your new career on Ebay!
