At first glance, this guy looks like Disney's Dopey, but the facial features don't match up with what I can see online - ears are too small, face is too rounded. Hoping someone recognizes him. Thanks!

He may not actually be some particular character, but merely a cute little clown hand puppet.
I don't recognize him from any of the toys, books, or games of my children, grandchildren, or great-grands.

Unless there is an actual tag saying it is a Disney licensed product, it's likely a 'clone' or fake made to attract unwary or low-budget buyers.

I agree that if licensed Disney it would have a tag.
Coming out of Hong Kong in the 1950s to 1970s - there were a lot of clone toys made to look like the originals but much cheaper because the quality was not that good.
You could buy them at the various dime stores.

Looks homemade to me they sold those heads at craft stores I've found whole bags of them at estate sales, the material just appears to be a run of the mill polka dot material.
