What do you do when eBay isn't meeting your minimum performance standards because in my experience they've been below the minimum since the beginning.

If your standards are not being met, take your business elsewhere. Life is too short to struggle in a situation failing to rise to even a minimum level of acceptance.

I would have to assume you've had issues in with buying in your 5 months here (shows no selling)? If that is the case, each item is purchased from a different seller no different than your neighborhood swap meet. You have to 'research' the items, the person you are buying from (that number by their name is their reputation/feedback and you can look at their feedback (by clicking on that number) to see what others say about the seller and/or the items they sell).

What you do is when you use a company for your own purpose and you do not like the company, or they do not meet your standards, you quit using that company. If you go to dinner at a restaurant and the food does not meet your standards you do not eat there anymore.

If buyer filed an INAD and you didn't accept the return, pay return shipping and Ebay had to get involved, you won't get the item or money back.

Stop selling here.
That's what I did with eCrater, Bonanza, and etsy.
Not enough sales. I was spending more time deleting crosslisted items from them that had sold on eBay.
