I'm going to run a markdown sale sometime soon (thinking of trying postcards, and perhaps stamps that aren't selling very quickly).
Will the buyer be able to add the markdown items to their cart and check out and still get the combined shipping discount? If you check most of my categories, there's a shipping discount for buying 2+ or 3+ items in that category (the categories are my eBay store grouping like items together for shipping).
If the buyer can't add the discounted items to their cart and check out with the shipping promo, I don't think i want to do the markdown, however it is a fact that if I send an offer and they are actually able to add it to their cart and request total, they don't automatically get the combined shipping discount, I need to send an invoice. (This feature I don't like, I don''t see what a discount on an item has to do with a discount on shipping several items).

Either do most other people. The action has been that a buyer cannot request a total if ONE of the items in the cart are already "on sale". Buyers that use the app can't request a total at all unless they ditch the app and use a browser.
I know you rely on multiple purchases by the same buyer. I am sorry that you are suffering with this. FWIW, it appears where offers are concerned eBay is still messing with this as well. Some can "accept" and add to the cart to combine, some have to pay separately even if they are the same buyer dealing with the same seller in the same session.
Good luck with this! Hoping you find a way to accommodate your customers as you see fit.

So if I understand correctly, the "on sale" doesn't just apply to me sending an offer with a discount, but also applies to everything that's marked down as well? That really bites.
People have commented on the cheap items in the store how it's not really worth the bother, but I frequently have someone buy 10-15 such cheap items. One guy bought 52 postcards. That was so many I had to send two invoices to get them all paid for. (And he didn't bother with a combined listing, he just added them all into his cart and requested a total, none were on sale).
When I have a $30 sale of all cheap items (which we pay very little for already), it's a sale worth having. If only it didn't take sometimes 20 minutes to pack up all the items... or worse if I have to look in several places.

When you run a markdown sale, the buyer can add multiple items to the cart and any combined shipping rules you set up on those listings will apply in the cart.
Because the items are on sale the buyer cannot request a total through the cart, however that point is moot when you have combined shipping rules set up.
This is why I suggested yesterday you might try the combo of markdowns and combined ship rules to get around all the problems you're having with auto-pay offers and combined shipping.

Some buyers are able to do it and some are not.
I can only assume it has to do with using a cellphone or iPad to make purchases...I don't know.
I had a buyer today from Ireland I sent a refund on combined shipping...buyer made two separate purchases...and it states in my items to ask for combined shipping.
So eBay got an extra .30 cents out of me...for 2 separate purchases.
And I don't even know what's up with my free domestic shipping and some of my buyers are purchasing items separating and paying for them separately.
Stamps are a hard sell right now...too many sellers listing cheap useless items to flood the market.
How can a seller tell potentials buyers his stamp is worth $10,000. when it is actually worth a penny?

The extra 30 cents eBay gets happens to me a lot. I had a buyer (USA though) buy 4 presentation packs and pay for each one separately. If they added all four to their cart and checked out they'd have gotten the combined shipping discount.
I'm probably contributing to the market flood of low priced stamps... My stamps are on a website that belongs to a local coin shop and they haven't been selling there, when previously we couldn't keep enough of them in stock (I was always been asked to provide more lots that I made up). Now we get 1-2 sales a month, and they've tried marking the prices down but we still can't sell them. My story on ebay is pretty similar.

And some sellers are finding that when they accept an offer it is NOT IPR as promised.
