I have a 30% sale supposed to be happening in my store. It was supposed to begin at 4AM this morning. Over 9 hours later, only 7 of over 6,000 items have the markdown applied. Is Markdown Manager broken?

We don't have any markdowns running right now, but we had severe issues with markdown manager back in October/November that caused big problems for us and a lot of other sellers around Black Friday.
That thread got very long, but basically, while eBay never came right out and directly said it, we believe it came down to eBay prioritizing site speed/performance in some areas (usually buyer experience) over others, and that can lead to delays in starting/ending times for markdown promotions - especially during peak times like holiday weekends.
I don't know if that is what you are experiencing, but it may be at least one possible explanation.

Markdown manager takes very long to implement onto your listings. Sometimes it takes up to 24 hrs for all listings to be effected. So if you are running a 1 day sale, you can pretty much forget about it.
FYI, sometimes they take a long time to remove themselves from your listings too.

Same here, with mine showing as "processing". I am not waiting. I have initiated similar markdowns for the items and now awaiting their start times. We will see what happens.

Okay, new markdowns show "processing" as well. I will check again in the morning and take decisive action to reduce some prices temporarily.

If an order discount will work for you, you might try doing that. I launched a store-wide order discount this morning and it was active in less than 5 minutes.

I’ve noticed these “sales glitches” seem to happen most often during updates and holidays. Today my sale should’ve started at 3:00 am, only 6 out of 600 did. I used to totally freak out over it, but that won’t help.
I’ll just go in and schedule another sale to start right away (though we are two hours ahead of eBay), so I won’t know if this sale will process yet for a good couple hours. Normally it does go through the second time but sometimes (unfortunately) you have to do this a time or two or just schedule for the next day.
And for sales that continue past the time they are scheduled to end (which has happened a few times now too) that’s a much easier fix! Just select items still on sale and raise the price. Automatically stops that sale. Just make sure to raise back to your original price because sometimes, with no rhyme or reason, a sale will start again or out of nowhere!

I tried starting a markdown sale today and so far it has been "processing" for about 20 minutes. I'm going to say this is very likely similar to the delays that we were seeing back in October/November.
eBay pretty much tanked our Black Friday/Cyber Weekend promotional plans with this issue and it looks like they aren't prepared to handle the load for Memorial Day Weekend sales either. 😞

Thanks @mcdougle4248 - we haven't had any issues since things went back to normal after that whole holiday mess, until now.
I understand that eBay has to balance overall site performance, and that site speed is a major factor in the buying experience, but I have to wonder if buyers might be willing to give up a few milliseconds of speed in trade for the discounts they are missing out on because sellers can’t get their Memorial Day Weekend promotions running correctly/on time.
Missing out on promotions hurts both buyers and sellers - and ultimately eBay as well if buyers end up going to other sites where items are on sale right now, instead of up to 24 hours from now. I would think that would make this a priority for eBay, but it seems like they aren't always very good at understanding how buyers and sellers have a symbiotic relationship and how that ultimately affects eBay as well.

I haven't had any issues either since the holidays. Guess I just got lucky this time around because I chose to put my whole store on sale using order discount, which does not require the indexing that seems to slow down the whole markdown process.
