I brought a lot of stamps on ebay for their cheap rate at $0.3 instead of $0.55 at post office. I sent a phone using the stamps, now it got stuck for weeks after first scan. Some letters were returned to me but not the package. I believe the stamps are counterfeit because they have some defects. Now the buyer wants a refund. They phone is sold for $230. What should I do?

I am in the same boat. I got some fakes on eBay too. If you take it to the counter you do get tracking on the receipt even if you are using stamps, but some packages get stuck.
If you search USPS forever on ebay, most of the listing on the first page is fake.
If you did use a counterfeit postage, contact the postal inspector immediately. You are the victim of a fraud not an accomplice.

The returned letters is stamped "RETURNED TO SENDER, COUNTERFEIT POSTAGE"

@venus-7179 If buyer opens an item not received case you will lose quickly because there is no further tracking. You may as well refund now before eBay has to get involved or you may also receive a demerit on your selling account.
Sometimes we lose more by trying to save some money. Not always fair but lessons to learn for future. Mobile phones for that amount should always be shipped using priority mail, which offers insurance for lost package. Best of luck to you....

...and if USPS returned your package, what was the reason...?
...did you know that...
1- fading, chipped, missing corner, ripped off stamps in invalid
2- cover stamps with tape is also invalid
3- any packages weights 13 oz. and above and using stamps as shipping cost is needed to be presented at USPS service windows so the clerks can verify the contents, weight, and calculated stamps...
...your letter had been returned could be for many more reasons (not to discuss in this thread)...again, did you receive any information from USPS why your letters were returned...?

To answer your question-you will have to refund your buyer and hope the phone is returned to you at some point.

So you put stamps on and purchased the tracking number sticker to put on package and mailed at the post office counter?

I didn't use the sticker. I took it to the counter and got the receipt.

...and if so, how could you protect yourself from "Item Not Received" case filed by buyers...?

I have a feeling the Postal Inspectors probably have the package. You might want to keep a screenshot of the listing where you bought the stamps in case they start asking you about the stamps.
In the mean time you will have to respond to the Ebay case with the tracking number and issue a refund when the case is escalated if it hasn't been delivered by that time.

I was assuming they had paid extra for the "USPS Tracking Label 400" or some tracking at the counter since they had said it was stuck after the first scan.

I assumed the OP is assuming a scan(processing) through the sorting centre, rather than tracking scan - but it is all a bit confusing, so I may be wrong.
Crazy4stuff mentioned the 400label, but would that still be valid if postage was counterfeit ? See messages 9 and 10 Quite the conundrum
