Good Evening.
Can an experienced seller please advise how to create a template --ie: handling time, shipping parameters, return policy, etc -- for listings? Is there a way to do that? It is extremely time consuming to do listings because the defaults in the fields are filled in with everything other than what I want for my listings: I need to change them each and every time I list.

It's so good to know I am not going crazy! I never created a template before, but do know "create template" just isn't an option on my advanced form listing. Re: Seller hub -- it's ust a different way to find/use all your seller related things, I find it to have a great layout and easy navigation -- I strongly prefer it.

Creating a new listing template
The easiest way to create a new listing template is to start from the Inventoryview. You'll display the product that the listing template belongs to, and then add your new listing template.
To help you create your listing template, Selling Manager Pro opens the Sell Your Item form for you. This version of the Sell Your Item form is the same as the one you'd normally use to create a listing, but with a few differences:
You can edit information about the product in the Save to inventory section of the Create your listing page.
You can add a standard footer to the end of your item description.
You're not required to submit the listing. You have the option to just save the listing template.
In the Inventory view, click the name of the product.
In the Listing templates section, click the Create new button.
Complete the Sell Your Item form.
To save the listing template, click the Save Only button. To save your listing template and list the item at the same time, click theSubmit & Save Listing button instead.
Saving existing listings as listing templates
If you have existing listings, you can save them as listing templates from the other Selling Manager Pro views.
For each listing you select, you'll be prompted to:
Name the listing template that will be created
Assign the listing template to a product, either an existing product or a new one
From the view, select the check boxes for the listings you want to save as templates. You can save a maximum of 20 listing templates at one time.
Click the Save to Inventory button.
Tip: If you can't find this button at the top of the page, you may need to scroll to the right.
Select whether you want to create a new product or save the listing template to an existing product.
Enter the name of the listing template.
Click the Save to Inventory button.

Try using this link - http://cgi5.ebay.com/ws/eBayISAPI.dll?ManageTemplate - to create a template. Once you create a template, the create and manage template links should appear on your selling page as the others have described.

I made a bunch of templates because it is a waste of time filling in certain things (not including when you click fixed price it can take five minutes before it changes to fill in that field). And so great, but . . . Templates don't seem to be available on the eBay mobile app either on iPad or android phone. Only if I create the listing on my computer. Since I always take pictures on a mobile device, I always start the listing on a mobile device and finish on the computer. Where can I pick my template on mobile?

I see. What a ridiculous catch-22 setup, even by eBay standards: You can't access the create template link on that page unless you have already set up a template!!!

Be careful when you're making templates. I made 10 templates before I realized ebay arbitrarily decided I still lived somewhere I lived 18 years ago and put that zip code into all of my templates. Back when you still mailed ebay a check for $10 and they took your seller fees out of it as you incurred them . . .

What we are trying to avoid is the "create" part. And there's nothing to "manage" unless you already have a template!!! It used to be easy; now you have to use some other routine to get there. Something taken away from "regular" sellers, it seems.

After reading Pica's post (#16) and checking the eBay Help Center, I find that templates are supposed to be a Selling Manager Pro feature. Here's what it says in the eBay Help Center...
What's the difference between Selling Manager and Selling Manager Pro?

I had the same problem. I found this bookmark / link on an earlier portion of this thread. For the moment, my templates are still there inside my account using this link:

Thanks. I apparently was experiencing some sort of techincal/programming glitch when I originally posted this thread. I now have the ability to create and manage templates right on the listing page off of seller hub. User friendly and clearly indicated.

No, sorry I do not know. Are you using seller hub now? Did your templates get transferred over? I'll pulling straws as more information is needed and maybe one of the longtime experienced seller's can shed some light your way on your dilemma.
