Not many, I think. I use them in my own listings to distinguish something about my item that my competition may not have, or to get something very important stated up front (such as for parts that look very similar to others but are not the same). They are a way for you to put in more text that will be seen in search results, along with your listing photo and title.

Subtitles are an extra cost, so don't pay for them unless you have something useful or important to say there that may help you to make a successful sale, such as if many other sellers are offering the same thing.

I don't think that the cost of subtitles is worth any type of advantage that they may give. That's just my opinion.

I believe that is a glitch. If you look at their feedback page, it states they are registered in Sri Lanka.  I remember someone mentioning another time that they see the US in one area (where do you see it?)  but I think that ebay has goofed...I don't think that the seller has entered that.
