Listing Errors: Return Policy, Shipping Service A return option is missing or not valid. Update your

Can anyone help me resolve this? I am getting this Listing Error: "Return Policy, Shipping Service A return option is missing or not valid. Update your return options." 

I am trying to set my listings as "no returns accepted" and have set up a business policy as such. I have also set up a calculated UPS ground policy. But the app does not accept my listing with any policy I create even changing it to 14 day returns. I have deleted and then re-downloaded the app also. 

I am trying to list used parts in eBay Motors if it matters.

I was able to list the draft by submitting all the same selections as I did on the app but on the computer. I wish there was a way to resolve this without having to get on a desktop. Definitely seems to be an App error.
