What is the lowest feedback score that a seller is allowed before their selling privileges are revoked? I was looking at some overseas sellers who have bad feedback but are continuing to scam buyers with extra shipping after purchases are paid for.

Yes, great question!  By continuing to purchase from sellers that are represented by very bad reviews and numbers only encourages them to continue.  

Why promote that when there are so many good sellers doing their best to give good products with fair prices?  Buyers take responsibility for purchasing from people that are lacking in good business represented by their numbers and feedback.  So many run incredibly good businesses and take pride in their ability to earn a living (well some, anyway) and have great customer service.
