How many listings that we can can list for a day? is there a limit?

It doesn't matter how many you list.
I examined this market before.
Each day on ebay about $200 worth of Ceylon tea sells. About 75 percent of it is from Sri Lankan sellers ($150), although there are about 1000 of them splitting up this market and many of the sales are sold at a loss from sellers trying to build their business.
To compare, I am 1 person in a wheelchair and I do about $400 a day in sales.
Ceylon tea is one of the worst items to sell on ebay. There are 32,000 listings and only 2,000 units sold in the past 3 months. That means only 2 percent of Ceylon tea listings have a sale each month.
Find something that NO ONE in your country is selling and sell that. Otherwise you are just going to lose money. I would suggest looking for old or antique items unique to your country, literally no Sri Lankan sellers are doing that. They are all trying to sell tea or leaves or drop shipping things from China.

Yes there are limits for new sellers. Ebay wants you to prove that your focus here is to be a trusted and proper seller. They want you to follow the rules and policies that they post, be accurate with your pictures and descriptions. They want you to ship your items timely with no issues.
Ebay will also hold your funds from any sales for up to 30 days. This is to ensure that if the buyer is not satisfied with their purchase because it was not described correctly, never received and they file a return, the money is there to refund the buyer.

New sellers normally get 3 items a month to sell when they first start out. In my opinion it's the right way to go.

There are other sites you can google as well to give you an idea of prices.
You might want to stay competitive and re consider the price you are asking for the tea. $30 is very high.

After Payoneer let you know you were sucessfully linked to eBay how long did it take eBay to send you an email saying you're all set to sell? It normally takes eBay 2-4 weeks after linking to eBay to get the email giving you the go ahead to sell, and I was wondering if eBay had improved on the wait time.

It actually doesn't take that much of a time now. I was able to list items in the next day after linking my payoneer to eBay.

Payoneer is not a way for buyers to pay, that's the way you get paid.
