Click on the condition in the listing form  a screen should pop up to show selections make selection and click done.

Hi, if i understand you correctly, the category you are listing in has “used” rather than “pre-owned”. The terminology is not something that can be changed. EBay decides the verbiage it uses for the condition fields by category. See link below for what conditions each category allows.
