Waking up in the morning and seeing an open case from someone is not the way I like to start my day. Buyer managed to open an item not received on the 30 days mark. Never got where is my item through a friendly email...just decides to open a case. And waited exactly 30 days. Now mind you, it's really an inexpensive item.
So, I do have a duplicate of it. Buyer stated in the case he still wants item. Here I am getting ready to mail another one out when I decided to research the buyer. Looked like an OK buyer and maybe item lost in mail. Something told me to check his feedback....and feedback left for others. I am always worried about getting just negative feedback. And there it is, He gave me positive feedback for item "OK". It's only been a few hours since he opened an item not received by me. So, in an email I very nicely said why did you wait 30 days to tell me item not received? And then, I threw in the, but you left me positive feedback for item received. I said I was so confused as to what I should do. He closed the case of item not received by me an hour later...no messages or anything. It is time consuming to research an open case...I have better things to do in the morning. So, I hate to do it but I blocked him. I think I did the right thing to block him. He never even email me to say it was a mistake. Funny thing now, I get a new order from the same tiny city that he lives in same day. What are the chances of that? Different name but same little town

Given the way search works, it's possible it's a legitimate order. Orders often come in spurts. Also possible it's your numpty back for seconds.
I did honestly query a seller if they had confirmation for an item I'd bought because I honestly couldn't remember receiving it. (also low-dollar) No INR case though; I found out when it had been delivered and then found the item. But asking first is only polite; I'd have blocked the first buyer too.

Hi, i would have apologized profusely and sent the duplicate. Since it was an inexpensive item, i probably would have refunded too, to deal with the case.
It is unfortunate he opened a case, rather than alerting you, but since eBay continues to make our transactions as impersonal and anonymous as possible, i am not surprised the buyer failed to communicate the problem.
Best to keep up with the status of packages in transit to avoid these situations in the future, though with multiple sales, sometimes one can slip through the cracks. I probably would not have blocked the buyer because it was not his doing that created the problem. He didn't receive his item.

Are you perhaps using the eBay "envelope" (or whatever it is called) for your items? I ask because very often these do not get a "delivered" scan, or if they do, it arrives to the buyer a day or so later than the scan says.
It is good that your buyer cancelled the case, and prudent of you to point out to the buyer their feedback left.

If you're concerned it's the same buyer using a different ID / friend / family / neighbor you can add the new ID to your BBL, report the ID (leave it in eBay's hands to decide if it's the same person violating policy) and cancel the order.
If you're not concerned then ship as usual.

Maybe they intended to open a case for another seller, they closed the case, so they don't look as bad intentioned.

Why? The buyer had received the item and had already left feedback for the OP.

No tracking was used for something inexpensive.

If you are suspicious of the second order from the same small locality, it may be prudent to add tracking at your own expense.

Oh that puts a different light on the situation. In that case, if you suspect fraud, or the buyer was confused, then you handled this appropriately. Except i still would not have blocked them. They sound honest because they closed the case—not the actions of a fraudster.

@albertabrightalberta I always give the buyer the benefit of the doubt and take them at their word
But you’re right, in this case it was a confused buyer. That was lost on me. OP handled the matter appropriately.

Yes, selling on the internet can be time consuming, contrary to the claims made by the platforms. If you have better things to do in the morning, then deal with your internet sales later. So many people don't seem to realize this little circus requires an investment of time and energy. Nobody gets paid without this sacrifice.
