Item not Recieved

I just had a case opened for an item that was shipped on March 1 st as not being received.

The tracking is no longer available.

How long does a buyer have to open a case?

I have never had one this late.

This is from ebay help.

"If the estimated delivery date for your item has passed, and you still haven't received your item, let the seller know. You have 30 days from the estimated delivery date to inform the seller that you didn't receive your item."
