How filling item specifics in listing affect sales? By filling it 100%, listing would pop up at first 20 or will bring down?

If you do not fill in item specifics, then users who narrow their searches using filters to select those item specifics will not see your item when they search.

@moha_prototype   There are two types of Item Specifics, Required and Recommended ... focus on the Required, otherwise you listings may be hidden until they are completed.  Recommended, as @eburtonlab mentioned will simply help items appear more often in search results.

Also, understand that eBay's item Specifics requirements is a flawed system with regard to "Recommended", I know this from what I sell, they recommend things that often don't even apply to the item for sale or ask for information that simply doesn't exist for the item.

Ebay wants us to create, at our expense, a data base for them to sell to advertisers.  I would imagine that not filling out required item specifics would trigger a bot that would lower your item's visibility after a search.  I highly doubt not filling out the often hilarious and quite useless "recommended" specifics would trigger much of anything.
